iCloud (Outlook) Syncing with iOS issues

I just changed my iCloud settings to include syncing outlook calendars and contacts over iCloud. I have a strange problem. When I make a change on either of my iOS devices, the change appears in my outlook. When I make a change in outlook, it is not pushed to my iOS device. I verified that I'm using iCloud calendars in both directions but I am still having this problem. iCloud is up to date and outlook is 2010. Using an iPhone 5c and iPad 2.
