Who is macoshelper.com? is this a problem?

I clicked an image in safari and now it asks me to click macoshelper.com to fix a virus. This seems dangerous. Who is macoshelper.com? is this a problem?

It is a scam. Do not respond.

Force quit Safari, then restart Safari while holding the shift key.

Thought so - tried the force quit and actually shut my computer down. It keeps coming back. If i can't get rid of it I will try deleting safari from my programs and then reinstall it. I cannot think of another way - THANK YOU!!!
