Q: parental controls for iPad

We would like to purchase iPads for our 3 children. We'd like to know what the best ways are to manage:

  1. Limiting iPad time. We'd like to reward our children for good behavior and chores, by setting a timer for a certain amount of time with the iPad.
    • Is there a way to use the Clock's "timer" app so that the passcode is required once the time is up?
    • What's the best app for this function?
  2. We don't want them to have access to Safari or YouTube. Ideally, we'd like to just disable these features completely.

Finally, is there a certain iPad model which is best for parental control? Would a more updated iPad have better parental control?

No, to the clock question.  With guided access you can set time limits, but that will restrict them to one app. Use Guided Access with iPhone, iPad, and iPod touch - Apple Support

Safari and YouTube can be blocked using restrictions:

About Restrictions (parental controls) on iPhone, iPad, and iPod touch - Apple Support

If you prevent installing apps that will prevent Youtube from being installed. I also believe that is a 17+ app.

Regards to the model iPad to get. They are all good. The restrictions available correspond to what the iPad supports. Naturally the newer iPads have more features and therefore the restrictions have also been updated.
