my iPhone 4s on activation lock shows no network connections

hello everyone i have found a iPhone 4s and its on activation lock I'm tying to set it up again but when i get to the wifi step no wifi connections show up it just says connect to sim or add network. i have a sim card in but the card has no data and when i try to manually put in my wifi it doesn't connect. i need some help so i can go on to the next step please.
