Can I use my Apple TV to mirror my phone through AirPlay without wifi?

i Bought an Apple TV (a1469) and its up to date (7.2) and I have an iPhone 6s also up to date (iOS 9.1). It works fine for me and all but I also bought my mom an iPhone 6s and she has no wifi but unlimited LTE and no hotspot. She always watches Netflix from her phone and I was wondering if I bought her an Apple TV, would she be able to mirror her screen via airplay without wifi? Before I buy it, I tried to test it on my own with my own iPhone and Apple TV and have no idea how to get it to work or of its even possible. I know she doesn't wanna use any cords of any kind so I'm trying to see if this would work.

I Reset my Apple TV as if it were new from the box and didn't connect to wifi because like I said, I'm trying to set it up as if I were my mom. I read about turning the Bluetooth on and I'm still not having luck and I'm trying to find a device for her to mirror her phone to her tv without wifi

i have never used it personally but there is peer to peer AirPlay but I believe it requires wifi to establish a relationship initially but this link should help - Use AirPlay to wirelessly stream content from your iPhone, iPad, or iPod touch - Apple Support or this article http://9to5mac.com/2014/09/23/peer-to-peer-airplay-apple-tv-ios-8/

as for Netflix, it does allow mirroring so assuming you get peer to peer working you should be fine...

the the other thing to consider is buying a wifi router even without an Internet connection you could setup a wifi network for a local intranet...

your mom could use the hotspot feature of the iphone6 (if she has that feature on her service) and connect the ATV directly to that...
