lost/stolen phone

I forgot to login icloud accound and turn on the 'find my iphone' tool

Wonder if IMEI or serial number able to find/trace stolen phone?

iPhone 5s, iOS 8.1.2

No. Only your wireless carrier might be able to.

IMEI or serial number will do nothing for finding your iPhone. If you did not activate Find My iPhone before losing the phone, then you will not be able to track the device.
