Apple TV Siri Controller

The Siri Controller is sending an IR signal the Samsung HLP5063W TV sees as "volume down." If I "hide" the controller so the TV doesn't see its IR signal then the TV volume stays wherever it is set. But as soon as the controller is used it will drive the volume to zero. I've tried custom programming the controller but the problem continues. Is there a way to program the controller to turn off the volume up/down function?
