photos recovery, lost on iCloud also after deleting on phone

hi, I am using apple5 which has s/w version iOS 9.1. I had about 900+ photos in the album. Recently started storing all in iCloud and in the process about 200+ photos were uploaded to iCloud(balance are in the process, whenever I am in wifi zone, its getting uploaded). After seeing these 200+ on iCloud I have selected the same in the phone and deleted them, further deleted them from 'recently deleted' folder also. Next day I checked in iCloud & to my surprise the same are missing from iCloud also!!! how do I recover them. I have not taken the back up on iTunes also, pls help.
