How to display one custom notification or pop up window after login& Before shutdown

i want to display one custom notification or pop up window after login to the mac x and if possible before shut down, For Example it would say "Please sign in you e-attendance system". So that user will sign the e-attendance system register without any arrears. Is there any way to achieve that.?
