Personal hotspot issue on iphone 6s plus

I recently bought iphone 6s plus with updated ios 9.1. I am using Airtel 4G carrier data.

Issue: When I am trying to share the mobile data with my windows laptop over wifi using "Personal Hotspot" I am facing internet connectivity issues though iphone is showing a successful connection.

I have checked with Airtel and they have confirmed no issues with the configurations.

I am unable to understand when I have a successful connection then why I am unable to use the internet on my laptop but at the same time in mobile I can browse websites perfectly?

Any help on this issue is much appreciated.
