In Safari on my iPhone 6 (iOS 9.1) when i enter text in input it entered uppercase, but button Caps Lock don't clicked. this problem was in all versions iOS 9

Try this:
Step 1: Navigate to Settings app on your iPhone, iPod touch or iPad with iOS 9 or later.
Step 2: Tap General > Accessibility > Keyboard section.
Step 3: Check if you have show lower case option enabled.

i make this steps but problem still exist 😢
Also I have similar bug in Instagram app -> after smile text entering with upprrcase
