What do you mean by blocked the IMEI number? You can erase the device in iCloud using Find My iPhone.

Your carrier should know which IMEI you were using and should have blocked it accordingly.

IMEI blocking prevents the thief from texting or calling from my device. I do not want whoever stole it to enjoy using it. Plus, my device has been offline for over a week and you cannot erase an offline device
