hello.you are people that understand a lot of this new rules for usa carriers .now my question is,for example i bought iphone from AT&T carrier and moved to T-mobile carrier ,who of them should unlock it for international carriers if i move to Italia ?

In order to have moved the phone from AT&T to TMobile, you would have had to have AT&T unlock the phone. No further unlocking would be required.
