My iPod touch 5 is in a reboot loop and won't restore, what are my other options?

Last night as I was recording a video, my iPod shut off, but the apple logo kept re-appearing and re-appearing. I didn't think anything was wrong, until it would not quit. It is running ios9 and is currently in recovery mode. However, when I try to reset my iPod, it doesn't work. It gives me the error "9". I am in desperate need of help, I'm not sure what to do at this point.

Check your security software

Errors: 2, 4, 6, 9, 1611, 9006.

Sometimes security software can stop your device from communicating with either the Apple update server or with your device.

Check your security software and settings to make sure that they aren't blocking a connection to the Apple servers.

If you still see the error message,check for USB connection issues.
