I see you are a new user here in Apple Support Communities - welcome! I hope we find you contributing often in the future.
If you are unable to turn on Wi-Fi on your daughter's iPad because of a grey switch in Settings, I would suggest that you troubleshoot using the steps in this article - If Wi-Fi is grayed out or dim on your iPhone, iPad, or iPod touch.

- Tap Settings General > Reset > Reset Network Settings. This will reset all network settings, including Bluetooth pairing records, Wi-Fi passwords, VPN, and APN settings.
If you still need help, contact Apple for support and service options."
Apple's support in this matter, is a joke.
I have done as instructed.
Apple Support says they know the problem, but can not do anything about it.
So right now, Apple has itself destroyed our iPad, and think we should buy a new one instead.
Our iPad is 11 months old ...
