having trouble uploading photos to dell laptop windows 10

I am having trouble uploading photos to my laptop. I am prompted to Drag photos to photo library, but there is no icon for my phone so I cannot select the photos to drag

iPhone 4S, iOS 9.1, Dell inspiron running windows 10
