Media not appearing from Photos

I am making a movie in iMovie using videos and still photos which are in my Photos library. The full set of media is in Photos but not all of it shows up in the media library within iMovie. I am ending up having to export individual images and then import them into iMovie. This never used to happen with Photos so I wonder if its a bug and other people have found a way round it. Any help gratefully received.
