As Activation Lock has been enabled, in order for you to be able to pair the watch to your iPhone, the previous owner needs to either:
- Enter their Apple ID and password on your device, or;
- Turn the feature off via https://www.icloud.com/ (sign in with their Apple ID > Settings > My Devices > Click on Apple Watch > Remove it by clicking on the "X" and then on Remove).

Dec 1, 2015 9:33 AM in response to Jonathan UKby Fosgate_1,She said she removed it from her device list in iCloud but I'm still not able to pair it to my phone, I don't think she did it right because she erased the watch first without unpairing it from the phone and then she removed it from her device list on iCloud and then reset the phone, so long story short it's still asking for her Id/password.
