iphone 6s baught from UAE Face time issues wile using it India

Hi Friends ,

I bought an iphone 6s from Dubai while i was travelling down to india , ths shop guy told that face time icon would appear as soon as i insert my indian sim . After installing my indian sim i could find face time in notification centre and mobile data icon . but not visible as an app . wha can i do to get it rectified .
