iPad 2 iOS 8.2 (or any ipad I suppose) and the 1x/2x button for iphone app emulation

I am wondering if anyone here knows two things.

1)Did apple remove the 1x/2x zooming feature on the ipad when running an iphone application on it?

2)If they did, when (os wise) was this change? So I can roll back to the newest os before the removal.

Right now, it runs the iphone apps but there is no longer a button for sizing. All iphone apps run in landscape large mode. I cannot rotate the app or size it to small. This is not a desired 'feature' and I am looking to see where they moved the functionality to if it is still there.
