Phantom app won't update

SimpleMind Pro is in my App Store update queue, but won't update automatically or manually. And it subsequently blocks all other apps from automatically updating.

When I go to find the app to delete on y iPad, it is not there.

Suggestions?

iPad Air Wi-Fi, iOS 9, (Newest iOS )
