I have cellular data turned on for several items, but when I try to use when not connected to wifi it will not allow me to access; says that I need to turn on cellular- but it shows as being on in my setings! I am using an iPhone 4 (no laughing)

I have cellular data turned on for several items, including safari, but when I try to connect to the internet while out and about I get a message that I need to turn safari on to cellular. It shows in my settings as being on so I have no idea how to correct. HELP
