I need to know why the iOS not request the key when i need turn off the phone.
When this would prevent me from stealing the equipment can not be switched off and thus able to locate it with Find My Iphone.

That has been suggested many times here. There have been a number of reasons given by other users. I think the most frequent one has been the fact that a common first way to try to get a non-responsive iPhone (or most other electronic devices) to work again is to power it off and on again; that wouldn't be possible if it was necessary to enter something before powering off.
