Is anyone using Apple Configurator 2 with the Apple TV 4th gen?

I'm setting up six 32GB Apple TVs for our conference rooms. I thought using Apple Configurator 2 would be a way to save some setup time, but it has been pretty frustrating so far.

I got the Apple TV connected to my Mac and it shows up in Apple Configurator 2 just fine. I setup a mobileconfig file with our wireless network settings and tried to load it. But you cannot load a profile without activating the OS, but that means that when you hook it up to a TV, it hasn't paired with a remote. The only way to get back to a point where you can pair a remote is to restore the Apple TV back to the factory config, which wipes out the mobileconfig profile. There must be a better way. Am I missing a step here?

tvOS 9.0.1
