Loading mov files to iCloud Photo

I have recently taken the plunge and Purchased iCloud storage to store and sync my photos and videos.

Prior to purchasing iCloud storage, I had storage space issues on my iPhone and in order to update OS downloaded some of the MOV files from my iPhone onto my Windows laptop and deleted from my iPhone...I am subsequently trying to load these MOV files into the iCloud Photos but receiving the feedback that i can only upload JPEGs...

I know that I could load the MOV files into iCloud Drive but I am very keen to ensure that all my MOV and Photos are in the one location in iCloud Photo.

Does anyone have any ideas how I can get my MOV files from Windows 7 PC onto iCloud Photo... any thoughts greatly appreciated!

The only way i've found to move .mov files into iCloud Photos from a PC is through the iCloud app installed on the PC. I wasn't able to move them by dragging from file manager to the iCloud Photos in Chrome or by using the "upload" function in the iCloud Photos.

The only limitation I know of for video is the 5 minute length.
