New iTunes 12.3.1 won't install on my 2009 OS X Snow Leopard 10.6.8 Mac. Any thoughts as to why? Getting a bit frustrated, not being able to sync my iPod touch.

You need at least OS X 10.8.5 to install the current iTunes (12.3.1).
Once an item is 5 years or older Apple pretty much stops all support for it. You can stretch things a bit by upgrading operating systems but after 5 years you have to be very cautious with buying other items, both hardware and software. With your 2009 computer you can install OSX 10.8.5, and possibly higher, but it may require more RAM than you are currently using.
