I bought a new 6s today. When I tried to upload music from my itunes library that originated on CDs, it told me the version of itunes I had was too old. When i went to the apple website to download the latest version of itunes it told me that my IOs was not up to date. When I tried to update my IOs on my mac, it told me i had the latest version already. I don't know where else to go with this.

A new iPhone will have iOS9 on it which requires iTunes 12.3 which requires OSX 10.8.5 or newer on the computer.
The 6s is running some version of iOS 9 iTunes version 12.2.2 is compatible. The current version is 12.3.1 iTunes 11.4 is only compatible with iOS 8 or before. The latest version of iOS 9 is 9.1 the others are not available.
If your Mac is specifically an early 2011 MacBook Pro as your profile suggests, you can (and should) use the current version of OS X, El Capitan (OS X 10.11.1).
