I've had this problem for months and I can't turn the data on for any apps that I actually use. So now I can't do any I can't even see where the nearest Ice Cream Shop is in Kansas or download the latest music in iTunes or even get the news. iOS 9 or up idk. Why???!?!?!?!!!?!??

Is there a Restriction set on changing cellular data settings? Settings/General/Restrictions.
Is your iOS completely up to date - 9.1? If not, update it. That was fixed with one of the patches. If it is up to date, you can try erasing all content and settings from the settings general>reset>erase all content and settings. and then restore your back up. See if that fixes it.
