How do I synch outlook notes with my iPhone using iOS 9?

My iPhone notes will no longer synch with Outlook on my PC. Is this a defect in iOS 9?

iPhone 5s, iOS 9.1

For whatever reason this is no longer possible. Perhaps it was not intentional, but let Apple know that you'd like this feature returned:

Thanks for the reply. I've already complained to Apple, but don't expect any fixes. Was really looking for workarounds. I found a program (CopyTrans) which claims to support synching Outlook and iPhone Notes, but so far it does not.
