I have read and followed all of the directions that I have seen. I CAN NOT send text to non iPhone users from my ipad. My phone asks for a code when I click on Text Message Forwarding. I have reset the phone and ipad several times to no avail. Yes it was working at first. THIS IS VERY FRUSTRATING?

That's how you set up another device with the same iCloud account to send text messages through your phone. You do have to enter the code that appears on the device on the phone. I assume the iPad shows on the list and you're turning the toggle switch on. When I got my new iPad Pro that's what I had to do. Once the code was entered all messages worked.
