can I view photos and video on IPad without using intenet?

Yes. I have a boatload of pics & videos of my grandchildren and I watch them all the time without being connected to the internet.

well, I have quite a lot. But, I received a new iPhone and the person that received my older iPhone deleted all of my photos and video which in turn deleted them from my icloud and all I have left is the ipad that had recently downloaded everything. I was told when I connect to wifi my ipad will wipe too. so itry to view the photos etc and they are fuzzy or won't load............
