Help with iCloud and Photos

My current settings on my iPhone 6>iCloud>Photos are Photo Library/Optimize iPhone Storage/Upload to My Stream/iCloud Photo Sharing all YES. Upload Burst is OFF. When I sign via safari into my iCloud to DL my photo library to my new iMac, Photos doesn't even show up as an option. When I try to plug my phone to my iMac and import them only 700 of the 2000 photos I have show as an option to import.

Help, please!
