To make sure we are on the same page, you made an in-app purchase for some additional content and you did not receive it. Let's see what your options are.
If you didn't get the items you received, you would need to report the content to the iTunes Store. Take a look at the article below to walk you through through those steps to let iTunes know that their was an issue with your purchase.
