App won't load featured, top charts, or search

I have an iPhone 5c running iOS 9.1, specifically version 2.3 (1075.33) of the Podcast app.

When I click "Featured", "Top Charts", or "Search" in the app it just takes me to a blank page and never opens anything. Even when I go to the iTunes store on my phone and try to download a podcast using iCloud, it takes me to the Podcasts app and loads nothing.

I have tried restarting the app, but that's all I can think to do to fix it.
