a problem within the billing department

I have had my account blocked every two days for over a month. I am tired of fighting thru the ridiculous automated support on the phone. I want a permanent solution to this issue. Its not a credit card issue. Its a problem within the billing department. I was given a refund two months ago and I have had this problem ever since.
