Cannot remember iCloud password, and a different email is used for Apple Id. However link to change this is unavailable.

Icloud account is also an apple id, while it may be different from your other apple id the process of change is the same. Since links are not used to reset password, but sending yourself an email or answering security questions on the website here is - I have no idea what you are talking about mentioning "link"
When I go to iforgot.apple.com it says "Safari Can't Find The Server", not sure if that means the entire web page is gone or if it's due to something else. Ive tried accessing it on different devices and using different browsers and it still is coming up with that. The link you provided worked, at first, but when I put in my Apple ID to reset the password it again said "Safari Can't Find The Server". Not sure what to do.
