How would I go about downloading all of my music from the cloud onto a new PC other than clicking each individual album or artist? I have approximately 15,000 songs so I'd like to know if there's a "one click" option for downloading this content?

In song view, you can select all tracks - control A. Next right click and chose make available offline. By the way, it is best to download in small batches.
Howeve it would be better to copy your complete iTunes folder from the old pc to the new pc. Also look at this How to move your iTunes library to a new computer - Apple Support
