That is exactly what has happened to me, we thought it might have been the battery so we got it changed at it was perfect but i tried to update to IOS 9; then it went through the normal routine but in the middle before it normally turns on again it went to  sign of the iTunes symbol with the charger, saying i needed to reboot. after ages of trying over and over we had the same result. SOMEONE HELP!

Hi, I tried this on my iPhone and it worked.

If it is not on recovery mode than you should do put on it - HERE IS HOW (https://support.apple.com/en-gb/HT201263)

Open your iPhone and than click on restore on iTunes. When iTunes says Extracting Software, press/hold the battery connector until the update/restore has been finished. This method did worked for me, so it might work for you.
