iCloud fails to install

So followed all of the community instructions and iCloud still fails to install. I used to be able to sync icloud calendar with Outlook but that stopped working. I uninstalled icloud and then reinstalled it following full instructions but each time I get the error message saying that it failed to install correctly. One person in the community said to delete files in Program Files/Common File/Apple/Internet Services but that subfolder was not on my computer since I had already unstalled the program. I use Windows 8.1
