Do you have to keep bluetooth on for handoff to work?

I finally got handoff to work (sorta) for my iPhone 6s and my MacBook Air. Do I have to keep Bluetooth on for it to work or can I turn it off?

iPhone 6s, iOS 9.1

You have to keep BlueTooth on for Handoff to work. But why do you want to turn it off? It doesn't use any power, and doesn't compromise the security of either the phone or the MBA.

Yes, bluetooth must be on in order for Handoff to work. Handoff does not work for me at all when I turn Bluetooth off on my iPhone.
