Chage password id Apple

Hello guys , I have a problem, I should change the Apple id password but to change the apple id password I have to enter the answers of security questions, that I do not remember. I read that you can change as well through a secondary email address so I recorded one but when I go to enter the answers to the security questions below do not appear to use secondary email address to change the password . I also know that you can do by checking " In two steps ," that is, providing a phone number , but when I click to set, it tells me that my apple id is currently bisabled for this.
