Can I dismiss a notification on my Apple Watch based on actions taken using my OS X laptop? Best example would be deleting an email using Apple Mail and the notification clearing on my Apple Watch. The best I can tell it does not do this.

Yes you can, slide the notification center on you're apple watch and force touch and it will say "Clear All" tap that and it will dismiss them.

No. Notifications don't sync across devices in that way.
