CR2 photos interlaced into one photo

If the thumbnails of your images don't display correctly in Photos, first use the Photos library repair tool as described at this link.

If this doesn't solve it--were these images imported directly into Photos, or migrated from an iPhoto library?

If the library repair procedure doesn't help try rotating one of the problem photos in one direction and then back again. See if that will help.

Also be aware that if you're using the iCloud Photo Library, a repair of the library will trigger a new, complete upload of all the photos in the library to the iCPL again.
