The question was about iOS 9-- excuse me for not knowing how to right-click or two tap click on the X of a tab!!
It seems the answer applies to the Mac not the iPad or iPhone!
Clearing out all history and site data is a pretty sweeping bomb-throwing solution, not what's needed!
In iOS 10, there is supposed to be a way of doing this using the two overlapping squares icon.

Ha, very true! that does answer the question as it's written.
Now, back to the 'real' question, so there must not be a way to close all tabs, then? I'm surprised more people don't find this feature lacking.
I am not aware of a way to close all tabs at once. However, you can just close them all using the x in the corner of the tab. You can submit feedback to Apple using this link:http://www.apple.com/feedback/ -AJ
RIght-click on the tab (Two-finger click or Ctrl-click), then select Close other tabs. Current tab stays open, but that's good enough for me!
The fastest approach I've found is to tap on the double rectangle icon on the top, right of the screen to show all open tabs in safari. Then swipe each one to the left to close it -- not perfect, but pretty fast.
RRight. It looks like they are telling us how to do it on a laptop not an iPad. Frustrating.
