Q: the previous owners id is still appearing

i recently bought this phone and when i put mine in it didin't do away with account info . her id was always there

iPhone 4, iOS 7.1.2

You need to contact the seller and ask him to remove this iPhone from his list of devices. Otherwise, your iPhone will be a useless brick.
