Note: If you were the one who set up the Restrictions passcode and you no longer remember it, there is no way to directly reset it:
If you lose or forget your Restrictions passcode, you'll need to erase your device and then set it up as a new device to remove the passcode. Restoring the device won't remove the passcode.
If you intend to erase and restore your iPhone anyway, you should be able to do so from iTunes:
