It's not Hong Kong; it's Yurop. Why would the store sell legit Samsungs et al., with legit iPhones for full price next to these - as you say - fake, refurb iPhones for ~90% of the price? It just doesn't add up to me. Also, there are strong consumer protection laws in Europe (maybe stronger than in the US? I don't know!). If even a small, mom and pap shop would sell counterfeit/crap in a major shopping mall in a major city anywhere in the EU, it couldn't be able to do it for long before it would be shut down by the authorities.
Yes, I understand there are maybe 10 or so authorized resellers for Apple products (in the US).
