Q: iTunes Match & iCloud Music Library sync issues between two Windows laptops.

iTunes Match only uploads and syncs about 10 albums and iCloud Music Library option in preferences keeps unchecking itself everytime I open iTunes. I do not use iTunes Match on my iPhone. Would that be throwing a wrench things?
