Why Apple TV not support Arabic keypad?

I Have bought Apple TV and surprised that it is not supported for arabic and Siri won't activated on my device, unfortunately I could not use Apple TV here in UAE with full features.

i Really surprised for the first time from such product from Apple, it should be with full features which allow Arabic country to use it with full pleasure as always Apple did in all product, I am fully happy with all Apple device purchase except apple tv.

Apple TV (4th generation), iOS 9.1, Siri won't activated also

I was surprised that the remote app/keyboard support wasn't supported at release (for ANY location)

If you recall when Siri on iOS was released it also was regionally based and slow to go for ALL users in ALL areas. my assumption is we will see the same type of rollout on tvOS as well. While tvOS and iOS are based upon the same framework it is a completly new platform environment. They can't just plug in Siri from iOS and expect it to control the various tv systems that we consumers put together on our own...
