Thank you for using Apple Support Communities. It seems like you want to use an iTunes card to pay for purchases. You do not want to put in a credit card to pay for any remaining balance the iTunes card cannot meet. You do have an option to use None as a credit card. I would recommend you read these articles, they may be able to help troubleshoot the issue.
How iTunes Store purchases are billed - Apple Support
When you make a purchase, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits. Your credit card or PayPal account is then charged for any remaining balance.
Change or remove your Apple ID payment information - Apple Support
On the Account Information screen:
- To the right of payment type, click Edit. You can see which payment methods the iTunes Store accepts in the Payment Type section. If you're using Family Sharing, only the family organizer can update the payment information. Learn more about payment information and Family Sharing.

- Change or remove your information. To remove the payment method, select None. Learn what to do if you don't see None or can't select it.
